this is not caused by any focus mechanism, the blind spot is the part of the retina where the optic nerve connects and you have no rods or cones.

that is because at certain distance from the screen the lens shifts between far sight to close sight and so does the red dot disappear for a millisecond because the lens is only focusing on the green spot. its just like a camera focusing on some thing near the background gets hazy.
