Morris, Gouverneur (1752-1816) American statesman and diplomat.
A conservative landed aristocrat and Federalist, Morris helped
frame the New York State Constitution, was a member of the
Continental Congress, and later (1792-1794) minister to France.
Distrusting democracy, he endorsed a government dominated by the
upper class. His writings include Observations on the American
Revolution (1779), Diary and Letters (2 vols., published in 1888)
and A Dairy of the French Revolution 1789-1793, published in 1939.
Cabinet Qualifications (published posthumously, 1832)
A brief piece wherein Morris writes of the personal qualities
necessary in those chosen for appointment as cabinet ministers. He
deals with the four ministerial posts of Finances, War, the Marine,
and Foreign Affairs- government positions now held by the
Secretaries of Commerce, Defense, the Navy, and State respectively.
